Expedited NetID and EMR access
for Federal Auditors and Clinical Trials Monitors

Medical University of South Carolina policy allows Non-MUSC persons to access the MUSC Electronic Medical Records.  Provided they have an authorized sponsor. The following process is established to expedite the assignment of NetIDs for Federal Auditors and Clinical Trials Monitors and to gain access to Practice Partner and Oacis Electronic Medical Records. 

A. Assignment of NetID:

The MUSC University Office of Human Resources has agreed to process applications and provide a NetID within two working days for Non Paid Personnel who are Federal Auditors or Clinical Trials Monitors.  The following procedures will be required:

  • Non–MUSC users, Non Paid Personnel, must have an authorized sponsor who signs a form stating the particular non-MUSC user requires ‘need to know’ access. 
  • An authorized sponsor may be one of the following: The Director of Health Information Services; the Director of Marketing; the Director of UMA Patient Accounting; the Director of Hospital Patient Accounting; or an MUSC Faculty Member.

  • Each form must be signed by the user
  • NOTE: Clinical Trials Monitors and Federal Auditors are not required to include their Social Security Numbers on these forms.

  • The NetID will be open for one month or as designated by the authorized sponsor.  The NetID may be valid for up to one year, or limited to the length of time needed for the audit or monitoring.

B. Access to Confidential Patient Information, Medical Record Security and Release of Medical Record Information

Access to MUSC Medical Records by non-MUSC personnel is governed by policy C-027 as stated in the attachment. The process for access to Oacis, Practice Partner or Access Anywhere are as follows.

  • Policy C-027  http://www.musc.edu/medcenter/policy/Med/C027.pdf  defines the authorized sponsor and the procedure for access.  The authorized sponsor and user should read and become familiarized with the policy.
  • After reading the policy, the Faculty Sponsor and the Non-MUSC user must sign and submit the NON-MUSC USER CONFIDENTIALITY AGREEMENT in the Appendix, Page 7,of the C-027 policy
  • For Oacis or Practice Partner log-in code requests go to http://www.musc.edu/inforsservices/forms/
  • After faxing the forms for Oacis or Practice Partner access, the user will be notified within 48 hours.  For example, if the information is faxed to the Practice Partner or Oacis administrator by noon on Tuesday, log-in information will be granted by noon on Thursday.

C. Audit Trail:

Within 5 business days of the trial monitor's visit, the study coordinator will contact Cindy Teeter at 792-8740 and request an audit trail based on the user name.
