Human Resources Management Policy

IDENTIFICATION CARDS

Policy 32

NOTE: THIS POLICY, LIKE ALL OTHER MUSC HUMAN RESOURCES POLICIES, IS NOT A CONTRACT OF EMPLOYMENT AND SHOULD NOT BE RELIED UPON AS SUCH. THIS POLICY MAY BE CHANGED AT ANY TIME BY THE MEDICAL UNIVERSITY OF SOUTH CAROLINA.

  1. POLICY
    1. While on the premises of the Medical University, all employees, students, visitors, vendors and contractors are required to wear their official MUSC identification card clearly visible at all times and must present their card upon request of management personnel or Public Safety officials.
    2. The Identification Card issued by the Department of Public Safety is the official MUSC ID card. Only the individual to whom the card is issued is authorized to wear or possess his or her ID card.

Employees will be disciplined who loan their ID card or attempt to use another employee’s card.
    3. The ID card is the property of the Medical University and must be relinquished upon termination from employment.
    4. It is the responsibility of the employee to replace his or her card should it become lost or damaged.

  2. INFORMATION AND PROCEDURES
    1. Upon employment and completion of all necessary orientation and paperwork, all MUSC employees, including temporary, research grant, and student employees from other institutions, will be issued an ID card by the Department of Public Safety.
    2. All contract and agency employees and visiting faculty will also be issued ID cards by the Department of Public Safety. To obtain an ID card these individuals must present a letter from their department head stating their name, social security number and expected length of employment. Public Safety officials will ask these individuals to present a picture ID along with the letter.
    3. The loss of an ID card must be reported immediately to the Department of Public Safety. A replacement fee of $10.00 will be charged for lost, stolen or defaced cards.
    4. The Department of Public Safety will issue a temporary ID card should an employee fail to wear his or her ID card to work. Temporary ID cards are issued for one day only. Verification of identity and employment status will be made before the temporary card is issued. The Department will maintain a roster of names. Should it be determined that a person is a habitual user of the temporary system, the name will be given to the department head for disciplinary action.
    5. Any employee discovered not wearing his or her MUSC ID card in a clearly visible manner while on MUSC property may be subject to disciplinary action by his or her supervisor/manager for "willful violation of written rules, regulations or policies."

  3. VENDORS AND CONTRACTORS
    1. All vendors and contractors are required to obtain an MUSC ID card to visit departments within the Medical University. They are required to wear their MUSC ID cards in a clearly visible manner while conducting business on MUSC property. Vendors and contractors who do not comply will be escorted off campus.
    2. ID cards for vendors are issued between the hours of 8:30 a.m. to 5:00 p.m., Monday through Friday, in the Procurement Office, Room 505, Harborview Office Tower. All contractors must report to the Department of Public Safety, 101 Doughty Street, to receive an MUSC ID card.
    3. According to procurement policies, visits by vendors must be by prearranged appointments with a designated person. Therefore, appointments will be verified before cards are issued.
